System Workbench for STM32

I am trying to program a hex file using STM32 ST-LINK Utility. Just for reference on a STM32F031C6.
I select the tab and option below:

Target -> Program & Verify

I get the error: The elf loader Program function fails.

Attached is the screenshot.

Anybody have any idea hoe to fix!!!
