Problem programming chip

I'm using a Win10 installation of latest version of ac6 SW for STM32 and STLINK v2.1 to program an STM32F407 Discovery board.

I need to build my project twice before I can program my board. After the first build (which is successful) selecting "Target>program chip" is ignored. If I build a second time, (with "make: Nothing to be done for 'all'." result) the "Target>program chip" menu selection works. Does anyone know why?

Is there a way to add a shortcut on the toolbar for the "program chip"
